A decision-making system for leaders facing consequential choices in conditions that keep changing. Purpose stays fixed. Strategy stays live.
Purpose-anchored, short-cycle strategy.
The era of the monolithic strategic plan is ending — not because strategy matters less, but because the shelf life of assumptions has collapsed. Twelve-to-eighteen-month processes cost too much, take too long, and produce plans that are answering last year's questions by the time the board approves them.
What works now is lighter, more frequent strategic rounds anchored by what doesn't change: purpose. The anchor holds; the moves refresh.
Think of it the way you'd think about navigation. Traditional planning locks the route. The New 4Ps locks the destination and keeps the route live — recalculating as conditions change, without losing the place you're going.
Four questions, in sequence. Purpose anchors the rest — and decides when they conflict.
Built to fit how organizations actually make decisions — not to replace the systems that already work.
A diagnostic sprint — typically three to six weeks, scaled to the organization's size and complexity — produces a written Decision Brief. That seeds recurring strategic rounds every 90–180 days.
Each round keeps a purpose-tested ranking ready. It doesn't reallocate budget or staff itself — so when a real decision point arrives, the answer isn't being rebuilt under pressure.
The four Ps give leadership, staff, and board a shared filter. The moves carry the organization's own DNA — built with leadership, not delivered to it.
Each round re-converges leadership on purpose, possibilities, moves, and boundaries — so alignment becomes something the organization does, not something it schedules once a year.
Dawn Laguens — CEO, Ecostemic & Big Swing Collective. Creator of The New 4Ps™.
The New 4Ps came out of two decades of making high-stakes decisions inside one of the most scrutinized organizations in America — and out of sitting on the buying side of a lot of strategic planning.
As Executive Vice President and Chief Strategy and Innovation Officer at Planned Parenthood Federation of America and the Planned Parenthood Action Fund, Dawn led strategy through sustained political attack, and helped grow the organization's supporter base from two million to twelve million people. That work required deciding fast, with real consequences, while the ground kept shifting.
It also meant commissioning the long, expensive planning processes — and watching good work arrive months after the moment it was meant to address had already changed. The problem was never the quality of the thinking. It was the shape of the process: too slow and too costly for conditions that no longer hold still.
What reshaped the response was IDEO. As Expert in Residence, Dawn spent eighteen months working alongside some of the world's most creative and rigorous human-centered design teams — and brought that discipline back to strategy: build fast, test against real conditions, stay close to the people the decision actually lands on. The New 4Ps is what came out of holding those two experiences together.
Today she works with mission-driven leaders facing their own consequential choices: political whiplash, AI upheaval, funding shocks, and the strategic questions that don't wait for the annual planning cycle.
If you're facing a decision that matters and the usual planning process is too slow for it, that's the conversation worth having.
